Corowa, Howlong & Mulwala Flood Risk Management Study and Plan

Federation Council have commissioned the Corowa, Howlong and Mulwala Flood Risk Management Study and Plan (FRMS&P). This is the follow-on project from the 2024 Corowa, Howlong and Mulwala Flood Study.
The FRMS&P project commenced in late 2025. It is being undertaken by consultants WMAwater for Council. The project is expected to be completed sometime during 2027.
There are three rounds of community engagement proposed during the FRMS&P. Each round will include three community information meetings, held in Corowa, Howlong and Mulwala.
Each meeting will focus on flood management issues within each town.
The details for the first round of community information meetings are:
- Howlong meeting – Monday 30 March at the Howlong Golf Resort starting at 7.00pm.
- Corowa meeting – Tuesday 31 March at Club Corowa starting at 7.00pm.
- Mulwala meeting – Wednesday 1 April at Club Mulwala starting at 7.00pm.
You are encouraged to attend your local meeting. By attending, you will find out more about the project, get an understanding of how you can be involved during the project and have an opportunity to ask the consultant or Council staff any questions you may have in regards to the current project or the preceding Flood Study project.
Under the NSW State Government’s Flood Prone Land Policy, the management of flood liable land remains the responsibility of local government (i.e. Council). Council’s generally develop Floodplain Management Plans to formally document how they propose to manage the flood liable land. The Plans are developed and implemented in the following stages:
- Stage 1 – Data Collection and Flood Study. This stage was completed by Federation Council in 2024. It deals with defining existing floodplain conditions only.
- Stage 2 – Flood Risk Management Study and Plan (FRMS&P). This stage identifies and evaluates risk management measures for current and future communities. The recommended measures are documented in the Plan. Council is currently in the early part of this stage.
- Stage 3 – Implementation of Plan. The recommended measures are progressively implemented by Council.
The FRMS&P project aims to identify ways to mitigate the flood risk to our communities whilst also ensuring that future generations are not exposed to excessive flood risk.

Submissions will close Thursday 30 April, 2026.
